Leisure and Cultural Services Department sued over tree worker’s death in Sai Wan accident

The Leisure and Cultural Services Department is now being sued by the family of a deceased female worker whose death was caused by the collapse of an elevating work platform while pruning tree branches in Sai Wan in August 2021. 

The writ was filed to the District Court on Wednesday by the estate administrator surnamed Lau and the Director of Leisure and Cultural Services was listed as the respondent. 

It was stated in the writ that this fatal industrial accident occurred because of the negligence of the department and its breach of its statutory duty of care. 

Therefore, the family is now suing the department seeking compensation for the death of the 55-year-old worker Tsang Choi-yu. 

The incident occurred on August 18, 2021, when Tsang and a 46-year-old worker were trimming trees on an elevating work platform aboard a crane truck on Water Street in the morning. 

The arm of the crane truck suddenly broke and the platform, some eight meters above ground, plunged to about three meters above ground and swung hitting the work vehicle. 

Tsang was later found unconscious and her colleague sustained an injury to his waist. Both were sent to Queen Mary Hospital and Tsang was eventually pronounced dead at about 10.30 am.
