WATERLOO — The Board of Education approved a $364,000 contract Monday with Service Roofing to replace the auditorium and pool roofs at East High School.
The Waterloo firm, one of five companies that submitted proposals for the project, was the lowest bidder after another company withdrew an incomplete bid. Other bids ranged from $397,900 to $510,000.
Materials will be removed down to the roof deck and replaced with new insulation and a durable synthetic rubber roofing membrane.
Construction is scheduled to take place this summer.
Board members also voted to accept a $900,000 State and Local Fiscal Recovery Funds Safety Grant. The grant will cover $50,000 in safety improvements at each of Waterloo Community Schools’ buildings.

The dollars will cover improvements such as the installation of duress buttons to notify law enforcement of emergency situations, glass-hardening film, intrusion detectors, additional cameras and upgrades and fencing. The improvements funded by the grant must be completed by Dec. 31, 2025.

In other business, the board:
- Amended the district’s revenue purpose statement, which was approved by voters in March 2020, to include funding for radon testing and mitigation where needed. Related costs can be covered by district revenues from the statewide 1% sales tax for school, also known as the Secure an Advanced Vision for Education – or SAVE – fund. The district will begin radon testing this summer.
- Set the date for the second public hearing for the 2024-25 budget certification. The hearing will take place at 5 p.m. April 22 at the Education Service Center, 1516 Washington St.
- Approved the purchase of a new time and attendance system to track hourly employees’ work and calculate pay at a cost of $65,307 for the first year and $26,551 annually after that. The Ultimate Kronos Group Ready system will replace the current Kronos Workforce system, which is nearing the end of its life, as well as a custom-developed system. Quotes were also received from Time Clock Plus in the amount of $115,358 for the first year and $49,527 annually after that.
- Approved the resignation of East High School Assistant Principal Melissa Steggall effective at the end of the school year.
- Recognized the coaches and members of the FIRST Tech Challenge and FIRST Robotics Competition programs, who gave a demonstration during the meeting.
