Illinois Roofing Contractor Did Not Give Roofers Fall Protection, OSHA Says — Occupational Health & Safety

According to OSHA, an Illinois roofer failed to provide fall protection for roofers

The contractor was charged with fall protection-related violations in 2019 and 2022.

For the third time in five years, a roofer has been reported for violating fall protection.

According to a press release, OSHA issued a subpoena to JZ Exteriors and Repairs LLC operator Zuniga Ramos after an observation in mid-April prompted an investigation. OSHA initially saw six workers without fall protection while on rooftops up to 12 feet high at a site in Greenville, Illinois.

According to OSHA, the investigation found that Ramos did not:

  • give workers fall protection
  • train employees in the use of fall protection devices,
  • have an accident prevention program, someone to conduct inspections and a fire extinguisher,
  • Using ladders correctly and
  • De-energize circuits.

In total, the roofer has been served with a subpoena for five repeat, four major and one non-major violation and faces a fine of $66,711.

OSHA previously charged Ramos with fall protection violations in 2019 and 2022. In fact, the contractor has an outstanding balance of unpaid OSHA penalties totaling $31,163, according to the agency.

“Multiple workplace safety inspections show that Juan Zuniga Ramos is willing to put his employees at risk by exposing them to the real possibility of serious and sometimes fatal fall injuries,” said Aaron Priddy, OSHA’s Fairview Heights, Illinois area director in the press release .

“Falls are one of the leading causes of death in the construction industry, yet JZ Exteriors and Repairs ignored warnings and fines issued during OSHA inspections in 2019 and 2022. Ramos must fulfill his responsibility to ensure the safety of his workers before tragedy strikes.” Priddy continued.
