Non-compliant Plumbing Work And Plumbing Insurance

The Victorian Building Authority (VBA) receives numerous complaints with evidence of non-compliant plumbing work, although the licensed plumber has provided a compliance certificate.

The VBA reminds licensed plumbers that by issuing a compliance certificate, they are self-certifying that plumbing work, completed or supervised by them, is compliant, and provide property owners with consumer protection through their insurance.

The plumber’s insurance will protect the property owner for a period of six years if the licensed plumber is unable or unwilling to rectify the non-compliant plumbing work identified.

The VBA reminds licensed plumbers that they should either:

  1. Rectify non-compliant plumbing work carried out or supervised by them, promptly and correctly to avoid a claim on their insurance, or
  2. Provide their insurance details to their client if they cannot or do not wish to rectify the work covered by the six-year insurance period.

Under the Domestic Building Contracts Act, licensed plumbers are obligated to rectify non-compliant plumbing work that they installed, for a period of 10 years from the date of completion. Otherwise, the property owner will need to fix it at their own cost.

The VBA records substantiated complaints against the history of the plumber to identify frequent offenders who are causing harm to the community and are focusing our inspections on these and where necessary will take disciplinary action.
