BACKGROUND The town of Ellensburg is a small community in eastern Washington encompassing 8 square miles of land and 90 miles of road. In 1983, Ellensburg became Washington state’s first Tree City USA and has had a strong focus on planting and preserving street trees ever since. Ellensburg City Council recently adopted a strategic vision for 2023-2028 with five ideals, including sustainable infrastructure and energy and resource management. To support these ideals, the city wants to expand its municipal forest program. The first steps will be to conduct a street tree inventory/assessment and an urban canopy assessment. The city received a grant from the Department of Natural Resources as part of the 2023 Washington Community Forestry Assistance Program. This grant will help the city conduct a street tree inventory/assessment and an urban canopy assessment. Each is done as a separate project. The grant provides funding for the completion of two projects in this funding cycle: • Project #1 – Street Tree Inventory • Project #2 – Urban Canopy Analysis and Report (UTC) This RFP is for Project #1 – Conduct a Street Tree Inventory/ -evaluation. PROJECT DESCRIPTION The City of Ellensburg is soliciting proposals from qualified consultants to perform the following services: Compile a GIS-based inventory of street trees in the city’s right-of-way and provide a condition assessment for each tree using the International Society of Arboriculture (ISA) assessment system, collect the minimum required data attributes, provide all collected data in an ESRI Shapefile and CSV format and produce a final report analyzing the inventory/assessment results (if budget allows). The tree inventory, condition assessment and final report must be monitored and reviewed by an ISA-certified arborist. BUDGET The estimated budget for the project is up to US$45,000. After selecting a qualified consultant, the scope and fee are negotiated. CONTRACT TERM The Street Tree Inventory Project will be initiated as soon as possible after the contract is signed and will be completed in a timely manner with final deliverables and invoices to be received no later than March 8, 2024.
