Regional fire authority annexation resolution, tree code on July 25 Edmonds City Council agenda

The Edmonds City Council has three main items on its July 25 agenda: passing a resolution to consider incorporation into the South County Fire Regional Fire Safety Authority (RFA), an update on changes to the city’s tree ordinance, and a July budget amendment ordinance.

According to the agenda memo, the purpose of the resolution is to formally notify the RFA that the City of Edmonds “intends to investigate the pros and cons of the annexation and that we would like the RFA to also investigate the implications thereof.”

The city council will decide later this year or early 2024 whether to bring the issue of annexation to Edmonds voters. Edmonds currently has contracts with South County Fire for fire and emergency services, but voters in nearby jurisdictions – including Lynnwood, Mountlake Terrace and Brier – have voted to join the RFA in recent years.

Regarding the tree ordinance changes, the city council last received a tree ordinance project update at its meeting on January 17, 2023. Since then, staff and consultants have conducted a series of community meetings, surveys and stakeholder interviews, and solicited input from the Edmonds Planning Board and Tree Board. On Tuesday, staff will provide a brief summary of public engagement efforts and community feedback, as well as guidance from the planning panel and input from the tree panel on changes to the existing development-related code and tree felling allowances for new property owners.

The planning committee is scheduled to hold working sessions at its August 23 and September 13 meetings to review the draft tree code language. The public hearing will take place on October 11th.

Prior to the 7:00 p.m. meeting, the Council meets at 6:20 p.m. for a board meeting to discuss pending or potential litigation.
